The Thames Water Strategic Resource Options project portfolio has a significant level of investment over multiple-AMPs to improve resilience to drought whilst protecting the environment.
What you'll be doing
The role will be part of the Thames Water Strategic Resource Option (SRO) portfolio team which is responsible for the development of several projects that will improve resilience to drought and minimise interruptions to water supplies in the Southeast whilst protecting the environment. These projects may include a new reservoir and transfer projects between different river catchments and are likely to be delivered by Development Consent Orders or Town and Country Planning Act applications.
Main objectives and responsibilities

  • Establish and manage the strategy for consenting the Strategic Resource Options (SRO) major projects
  • Develop a plan to establish the consenting strategy for the individual projects and the whole portfolio
  • Utilise experience of other major programmes to advise the management team on the course of action to be taken during the development phase
  • Acting strategically, you will consider the different legislative pathways available and work closely with the project managers ensure the schedule and work being undertaken will fulfil the requirements to obtain consent
  • Establish a risk register for the consenting process and ensure such risks are controlled, mitigated and reviewed
  • Advise on engagement and negotiation tactics with stakeholders during the application process seeking to reduce risks to the delivery of the projects
  • Establish a register of commitments and assurances given through the process that will be used during the procurement and management of the construction contractors
  • Work with the supply chain to ensure all the appropriate activity required for the consent of a scheme has been undertaken to the standard and quality that reduces the risks to the project
  • Play a steering role in the oversight of the preparation of any application documentation and during the examination phase
  • Work with the project and legal teams, ensure there is a robust audit trail of activities necessary to endorse the projects during the formal scrutiny process. This includes the establishment and management of the stakeholder relationship system
  • Direct the engagement with the Planning Inspectorate and be involved in the engagement with strategic stakeholders for example Local Authority planning officers
  • Understand the sensitivities of working in communities that may be affected by a development project and seek ways to communicate empathetically
  • Support in the growth and direction of the SRO portfolio team
We are looking for you to be educated to degree level or equivalent, and ideally with Chartership or Membership of relevant industry body .
And have experience in the following:
  • Developing major contentious projects ideally in the water industry
  • Development Consent Order process and Town and Country Planning process
  • Establishing robust risk registers and an audit trail that stand up to scrutiny
  • Managing a supply chain ensuring delivery is to the required timescales and quality
  • Leadership and line management within a project environment
  • Working with stakeholders to reach desired outcomes
