Job Description

The Bank of England and Inspire People are partnering together to attract a high-calibre Data Transformation Portfolio Manager with a proven track record in Enterprise wide data transformation. Up to £115K plus excellent benefits including an 8% cash benefits allowance and bonus. Hybrid working from London, 2 days per week.

Reporting to the Head of Projects and Programmes, this Portfolio Manager role is a unique opportunity to work with Chief Data Officer to deliver the Data Analytics transformation programme at the Bank.

This is a major "once in a generation" portfolio of work to renew and refresh the delivery and management of the business-critical services provided by Data and Technology. With accountability for all aspects of the transformation, you prioritise and deliver a complex programme of work to time, budget and quality objectives, and inspire and motivate your team to drive quality outcomes.

The portfolio manager will ensure that team members are productive, engaged and motivated to deliver the division's and portfolio's objectives. This will include setting clear goals and stretch objectives that are aligned to those of the team, division and directorate.

Accountabilities for the Data Transformation Portfolio Manager include:

  • With a proven track record in change delivery and in leading teams, the successful candidate will have extensive experience of delivering a wide range of complex projects and programmes and of managing at portfolio level, to deliver organisational change which achieves targeted business benefits. This role is not suited to individuals who do not have significant hands-on experience of change delivery and portfolio management
  • End-to-end delivery of the Data Transformation portfolio, to time, cost and quality, proactively monitoring the Programme's overall progress, resolving issues and initiating corrective action as appropriate
  • Ensuring the objectives, scope and stakeholders for the Data Portfolio, ensuring the outcomes are clearly defined, understood and agreed.
  • Defining the overall portfolio delivery plan, delivery structure and governance framework to meet the objectives of the Data Analytics and Transformation Directorate, agreeing milestones with the Executive Director and respective Heads of Division.
  • Planning, agreeing and managing the overall Data Transformation Portfolio budget, monitoring expenditure and costs against delivery and realised benefits.
  • Effective management of risks, issues, dependencies, and assumptions at the Portfolio level through the appropriate governance framework.
  • Maintaining programme processes, documentation and governance in line with central Bank standards. and governance framework
  • Portfolio level reporting of progress, risks and issues to the ED of Data and Technology CIO and other senior stakeholders, up to Court and Governor level.
  • Leading teams and stakeholders across the Bank proactively to drive the resolution of challenges efficiently and effectively


Essential Skills and Experience as the Data Transformation Portfolio Manager include:

  • You have an established track record and extensive experience in complex programme delivery within a Data Transformation/ Technology environment at a large enterprise level.
  • You have managed a multi million pound portfolio of work, showing exceptional leadership in growing and managing your direct reports, including Programme Managers, Business Analysts and Architects.
  • Excellent stakeholder management skills, with the ability to negotiate, persuade and influence business decisions to Senior Executive Level with a proven ability to lead a highly complex matrix of stakeholders

Desirable Criteria as the Data Transformation Portfolio Manager include:

  • Have delivered Data Transformation programmes in either a finance or public sector domain which is highly regulated.
