Deputy Director of Chief Operating Officer for Adult, OP, Community & Inpatients and Access & Flow (Hospital Divisions)

The Deputy Chief Operating Officer will have responsibility for the operational management of the divisions/boroughs, ensuring effective implementation of both national and local strategies and the achievement of service objectives within the available resources. The services range from in patient, community to specialist NCL wide perinatal services, Austim, Learning Disabilities, Older People and Veterans Services.

The postholder will need to be comfortable working in an environment of complex matrix management arrangements and will at all times behave and align with our Trusts’ values and cultural pillars

The Deputy Director of Chief Operating Officer will lead and work jointly with the Medical Director and the Deputy Chief Nurse to develop clinical services and make progress towards realising the Trust’s long-term strategy. You will be accountable for implementing national and local strategies and will develop corporate plans and possess the energy and the credibility to drive the divisions/boroughs to achieve their corporate objectives. 

Main duties of the job

The Deputy Chief Operating Officer will have responsibility for the operational management of the divisions/boroughs, ensuring effective implementation of both national and local strategies and the achievement of service objectives within the available resources. 

The post holder will need to be comfortable working in an environment of complex matrix management arrangements and will at all times behave and align with our Trusts’ values and cultural pillars.

You should have experience of service change, transformation and redesign and have the ability to work effectively in partnership with other organisations at place and across the systems.

Barnet Enfield and Haringey NHS Trust and Camden & Islington NHS Foundation Trust initiated a Mental Health Provider Review to progress joint working and collaboration to deliver their four key aims for the population of North Central London:

  • Eliminate unwarranted variation and inconsistencies across the services;
  • Improve outcomes for service users; and
  • Create a sustainable workforce

A Joint interim Chair was appointed in November 2022 and a Joint CEO was appointed to lead both Trusts with effect from 1 October 2021.

Both organisations remain sovereign Trusts in their own right, with a commitment to work in partnership on key matters that will deliver the aims of this review through the partnership.

A Joint Partnership Executive Team has been in place since 1 June 2022. The Deputy Chief Operating Officer is a key and unique new role, reporting to the Deputy Chief Executive/Chief Operating Officer, with accountabilities across and on behalf of both organisations.

Experience

  • Proven experience at senior management level with responsibility for operations in complex health/social care setting (service director or equivalent)
  • Experience and evidence of delivering high standards of performance to achieve national and local targets within a complex healthcare setting
  • Experience of working effectively in partnership with other organisations
  • Experience of operational planning with a track record of delivery
  • Substantial and relevant senior management experience in a key healthcare operational role.
  • Experience and evidence of formal project management
