Position description

As Deputy Director, Customer Finance you will be responsible for engaging with DIO’s customers on all financial matters, providing the analysis, insight and advice needed to ensure our internal and external stakeholders make the right decisions and manage their financial plans and budgets effectively.

The role requires proactive engagement with Project SROs and Senior Military Officers, helping to plan and deliver major infrastructure projects across Defence. You will also work closely with DIO’s Commercial and Delivery Teams to manage a significant infrastructure supply chain, through which we deliver over £3bn of annual activity, working across a range of PLCs and Small / Medium enterprises.

You will lead a team of circa 40 financiers, providing Finance Business Partnering to senior stakeholders across Defence and, as a member of my Senior Leadership Team will also support me in leading a programme of continuous improvement in our systems, processes and ways of working to ensure we provide a first-class service and a great place to work for our people. You will be required to Deputise for me on occasion, attending DIO’s Executive Committee and relevant Boards.

In this senior position you will also be part of the corporate leadership of the DIO. You will help to influence and direct how the future of infrastructure services are delivered by DIO across the MOD, and supporting DIO’s change agenda in how we best do that.

You will be instrumental in:

  • Ensuring the robust management of infrastructure budgets, within DIO and across its customers; maximising the value delivered through available funding
  • Leading the infrastructure financial planning process on behalf of DIO for both internal and external customers
  • Providing financial advice and support to DIO’s Accommodation directorate and MOD initiatives to enhance Service Families’ Accommodation
  • Developing DIO’s Finance Business Partnering capability; bringing best practice and new ideas which generate enhanced service to key stakeholders
  • Evolving the finance service offer to DIO and its customers; developing the skills, tools and technologies needed to ensure the provision of added insight and analysis
  • Driving our functional change agenda; ensuring that we are a great place to work and can attract and retain the best people.

Responsibilities

  • Oversee the provision of exceptional finance business partnering to DIO’s customers. Building and sustaining strong relationships, acting as a critical friend, providing proactive and informed financial advice to ensure the effective use of funds
  • Provide support, insight and financial reporting to budget holders
  • Ensure effective Finance interaction and customer relationship management, as part of an integrated Customer Support Team (CST)
  • Oversee effective implementation and continuous improvement of core financial management and planning processes and reporting activity, to improve the quality and value of reporting into budget holders
  • Develop and sustain strong and constructive relationships with senior stakeholders across the Defence infrastructure community
  • Act as the functional lead for Finance business Partnering within DIO’s finance function; developing the skills, tools and techniques to provide greater financial insight and analysis, and add more value to our stakeholders
  • Define and build capability in finance business partnering across the finance function, developing a strong and visible ‘offer’ for our people and customers
  • Work hard to drive improvements to core processes, systems and activities, seeking opportunities to drive out unnecessary process and improve efficiency
  • Engage proactively with stakeholders of fiancé to ensure visibility of future needs and an effective feedback for developing the service offer of finance to its customers.
  • Lead the provision of excellent financial planning and management activities, through the development of systems, processes and controls which enhance efficiency and ensure robust control of budgets
  • Lead pro-active forward financial planning and support for DIO Finance’s customers, advising on significant financial issues, opportunities and risks
  • Continuous development of systems and processes to support effective and ‘value add’ financial planning and reporting
  • Oversee the timely and accurate submission of core financial plans, insight and analysis into senior stakeholders, including the DIO Executive Committee and Board
  • Lead DIO’s financial input into the development of infrastructure systems and technologies
  • Lead DIO’s Financial Planning and Analysis team and financial reporting function.
  • Provide excellent and visible leadership to the Customer Finance function. Equally, as part of the DIO Finance Senior Leadership Team (SLT), work collaboratively and with agility to ensure that strategic priorities and change initiatives are effectively delivered across the finance function
  • Develop and support the Customer Finance team, building capability to ensure the effective delivery of broader corporate objectives
  • Build ‘one team’ environment and mindset, underpinned by strong working relationships both within the team and with other teams across DIO and the MOD
  • Fully participate in the Finance Director’s SLT helping to design and deliver change and improvement initiatives, and collaborating effectively across the function.
  • Represent finance at a senior level across the wider organisation, providing strategic direction and advice on financial matters and ensuring effective support for key corporate priorities. Act as an advocate for DIO Finance; building awareness and understanding of finance across the MOD infrastructure function
  • Contribute to strategic management of the MOD Infrastructure function, engaging proactively to support the delivery of emerging priorities or strategies
  • Provide a strong, visible finance leadership role across the organisation, helping to make clear and embed the DIO Finance service offer across the organisation and its strategic initiatives.

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise.
