Purpose

Therole contributes to the overall success of the Internal Control and AML Controlfunctions in the UK and Ireland (together Europe) ensuring specific individualgoals, plans, initiatives are executed / delivered in support of the team’sbusiness strategies and objectives. The role provides strategic direction,leadership and oversight for non-financial risks in GBM Europe in compliancewith governing regulations, internal policies and procedures. It is responsiblefor providing business line operating control oversight across the business,through four pillars of business line support: governance and controls,operational risk oversight, supervision of front office activities and AMLbusiness controls.

Itchairs the Third-Party Risk Management sub-committee for the UK providingoversight for the risk management of internal and external third partyproviders of services and outsourced activities.

Thisrole falls into scope under the Certification Regime and requires theindividual to be internally ‘Certified’ as a significant harm function.



Accountabilities 


Championsa customer focused culture to deepen client relationships and leverage broaderBank relationships, systems and knowledge.

Continuouslychallenge the control environment to identify the next value-added element inneed of improvement.

Providesoversight to the implementation of controls, systems and processes to thebusiness lines in GBM and GT Europe to enable the implementation of aneffective non-financial risk program, with a particular focus on theidentification of regulatory compliance risks.

Overseesand is responsible, with other stakeholders in the First, Second and Thirdlines, for all remediation plans vis-à-vis regulators.

Ensuresthe on-going monitoring of the fulfillment of all internal controlresponsibilities by the GBM business lines in Europe, from both a process andsystems perspective:

providingoversight and direction to the business lines leads and those functionsexecuting controls on behalf of the business lines;

ensuringthat the business line program covers all aspects of the Bank’s first line ofdefense for non-financial risks in a three lines of defense model.

Maintainsoversight of strategic roadmap for functional initiatives that impact GBM andGT Europe through:

Overseeingand managing inter-dependencies;

Engagingand directing executive level stakeholders to ensure effective execution ofstrategic initiatives;

Actingas a check and balance to the business and advising on the prioritization ofcompeting strategic priorities e.g. cost transformation vs customer focusedinvestment;

Ensuringprojects and related outcomes align to compliance requirements and the bank’svalues.

Providesdirection, guidance and oversight on the implementation of global complianceand AML policies, procedures, and infrastructure within the business line.Ensures the business procedures and controls related to such policies areconsistent with best practice and are adhered to by the business line; enablethe identification, assessment and control of appropriate risks across thebusiness line’s clients, products and services, countries and combinationthereof.

Identifiesand remediates business line internal control program deficiencies in a mannerconsistent with the all-Bank remediation plans, developing risk-basedapproaches and overseeing the implementation of these plans to completion.

Ensuresall legal entities are supported by adequate resources to effectively executeon first line controls.

Embedsall elements of the risk appetite statement and risk appetite measures intoactivities to:

E mbedprudent risk taking into the risk culture and day-to-day management of risk andensures alignment between the approved risk appetite, planning and decisionmaking;

Implement controls and processes to be able toeffectively identify, monitor and report against allocated risk appetitemeasures; and

Act in a timely manner to ensure effective management,and where necessary mitigation, of material risk exposures, in particular thosethat are close to or exceed the approved risk appetite statement and/or riskappetite measures, and promptly escalate breaches in risk appetite to GlobalRisk Management.

Dimensions

The scope of the role includes:

Oversight and governance of all 1stline non-financial risk programs in Europe: SBE, BNSL, SIDAC and any extra-territorialnexus.

Abilityto manage complex matters within a highly regulated sector.

Complexregulatory and business environment.

Adherenceto a number of different regulatory regimes including extra-territorialregulations impacting Europe as well as adapting to changing business modelwith respect of, but not limited to Brexit, MAR, MIFID II, EMIR, SFTR,Operational Resilience, Benchmark Rate Reform.

Education/Experience

Degreeholder in Finance, Economics, Business Administration, Accounting or equivalentdiscipline preferred

Theposition requires experience at a senior level preferably in a global financialinstitution

Expertknowledge in regulatory compliance, corporate and investment banking andCapital Markets products and services.

Strongverbal and written communication skills.

Toprovide strategic direction, leadership and enhance the business model.

Substantial amount of senior experience in Internal Control and AML Control functionsfrom a first, second- and third-line defense perspective.
