JSS Search’s Public Sector division are pleased to be supporting St Charles Catholic 6th Form College to source a Director of Finance & Premises
The post will provide the Governing Body, Principal and Senior Leadership Team (SLT) with technical financial and accounting expertise and advice as a member of the SLT.
The Director of Finance and Premises will assist the Principal and Vice Principal to develop the College’s financial strategy and ensure it is operationally delivered to ensure the College’s financial viability.
Specific responsibilities include:
This role is responsible for the finance function within the College to ensure:
· That the Board and College Executive is provided with professional advice and guidance on finance and budgetary matters.
· The production of accurate financial reports, forecasts and analysis which takes account of the pressure of the external education environment.
· That the College procures in line with financial regulations to secure professional services that best serve students, staff, and local communities to provide value for money.
· The management of allocated budgets to ensure effective utilisation of resources
· The management and maintenance of Premises including Sitecare staff and relevant contractors.
Financial Planning
To support the Principal his role as the senior post holder with responsibility for resources, including:
1. Preparing the annual Income and Expenditure and operating budgets with in-year forecasts of income and expenditure for College in accordance with the timetable and parameters agreed with the Principal.
2. Preparing the College’s 3-year financial forecast in support of the College's strategic plan
3 Assisting in the development and target setting of commercial income opportunities and support income diversification needs.
4 Developing the College’s costing and investment appraisal policy and undertake full benefit analysis for all projects/identified activities.
Financial Accounting
1. To prepare monthly management accounts (Income and Expenditure, Balance Sheet, cashflow and capital reporting) for Governors, SLT and budget holders.
2. To ensure the production of monthly budget reports SLT and budget holders
3. To lead on the production and external audit process for the annual statutory financial statements and ensure timely sign-off and submission to the ESFA, including the preparation of draft financial commentaries for approval by, and in consultation with, the Principal.
4. To liaise effectively with all College internal and external auditors, in consultation with the Principal, and to plan and organise all audit visits and ensure recommendations and responses are tracked.
Management Reporting and Financial and Budgetary Control:
1. Produce monthly financial reports to agreed formats and timescales. These will include commentary explaining developments, variances, and risks.
2. Lead the production and provision of financial and other relevant management information for Governors, internal customers and external agencies as required.
3. Providing Governors and managers with management information that highlights performance against agreed benchmarks.
4. Monitor and report on all aspects of the budgetary control framework
5. Provide financial support and advice to budget holders and any staff with financial responsibilities.
6. Maintain and communicate the College’s financial regulations and procedures. Provide training and guidance to ensure compliance with the financial regulations
7. Support College managers to effectively plan and procure the necessary resources.
8. Ensure appropriate control and reconciliation systems within the finance function to ensure that information produced is accurate, timely, free from bias and relevant to the users’ needs.
9. Oversee the systems appropriate to the control of all funding streams in line with requirements.
Treasury Management
1. To prepare cash flow forecasts and manage day-to-day cash flow.
2. To ensure signatories reflect organisational structures.
3. To report on cash flow arrangements, liquidity concerns.
4. To manage day-to-day banking facilities and contact with the College's bankers, making appropriate arrangements for investments/overdrafts etc.
Payroll and Pension Management
Provide accurate and timely pay estimates for annual budgets and 3-year financial plans.
Monitor payroll expenditure against budgets providing analyses of variances.
Provide advice on payroll issues to SLT, Governors and employees as required.
Oversee the pension arrangements for College employees including end of year certification and audit
Manage the contract for College payroll services
Funding
1. To know and fully understand the College’s various funding streams
2. To investigate, in conjunction with the appropriate curriculum manager, possible commercial or other projects, which are considered within the remit of the College’s Strategic, including:
a. Exploring commercial and ad-hoc sources of funding
b. Evaluating potential projects within the agreed costing guidelines
c. Advising on the submission of approved project bids to external agencies
3. To ensure wherever possible that approved projects are subject to a written contract and to advise on appropriate contracts and legal requirements.
4. To administer existing contracts and projects, including:
a. Ensuring compliance with bid tracking systems and contractual terms and conditions
b. Producing reports/returns and relevant claims
c. Working with College managers and project teams preparing financial documentation as appropriate
d. Liaising with relevant external agencies, government departments and partners
e. Reviewing existing contracts for financial effectiveness
f. Re-tendering as appropriate for existing contracts
Resource Management
1. Provide management, support, and professional development for all direct reports.
2. Ensure that direct reports are fully deployed in tasks commensurate with their grade of post and agreed roles and responsibilities.
3. Providing staff appraisals to direct report staff to agreed College guidelines.
4. Overseeing health and safety matters relating to the staff in line management structure.
5. Lead the Finance team’s Quality Improvement Process and lead the implementation and monitoring of appropriate benchmarks.
Premises Management
1. To provide a lead for the College on Health and Safety
2. To establish and maintain three-year site development plans.
The successful candidate will:
Relevant professional financial qualification as a qualified accountant (CIMA or CCAB qualification e.g. ICAEW, CIPFA, ACCA, IFA)
Proven experience of working at a senior leadership and management level.
Proven successful implementation and delivery of commercially focused, compliant finance strategies and complex income models
Experience of developing and delivering robust financial controls which produce results and lead to a successful finance department with clean audits.
Proven experience of producing management accounts, draft budgets, financial plans/projections and end of year financial statements in a timely manner.
Liaison with internal and external auditors (or working as an auditor)
Creating and maintaining partnerships with key stakeholders.
