Job summary NHS Greater Manchester (NHS GM) is looking to appoint an experienced and motivated Emergency Preparedness, Resilience and Response (EPRR) Manager. The EPRR Manager will work on specific projects to help NHS GM fulfil its duties as a Category 1 responder under the Civil Contingencies Act 2004 and meet its obligations as described within the NHS England Core Standards for EPRR Manager will promote continuous improvement in NHS GM's EPRR arrangements and will undertake joint working with colleagues in partner organisations to enhance plans and processes for emergency preparedness . Supporting the NHS GM Accountable Emergency Officer (AEO) and EPRR team members, the EPRR Manager will contribute to the full cycle of emergency preparedness, from risk management and planning to training and exercising, The EPRR Manager will also have a role in the delivery of EPRR assurance processes and will support processes that aim to identify learning from incidents and exercises. Main duties of the job The EPRR Manager will be part of the NHS GM EPRR team that provides specialist advice and support to NHS GM Chief Officers, senior managers, function leads and other NHS GM staff who have a potential role in incident response or business continuity management arrangements. The EPRR Manager will also liaise with colleagues in partner organisations to support joint working for emergency preparedness across Greater Manchester. NHS GM is also a Category 1 responder for civil contingencies and has a role to play in coordinating the health service response to incidents and emergencies, including liaison with providers of NHS services, other ICBs and the regional tier of NHS England. Job description Job responsibilities The EPRR Manager will be the lead specialist on specific EPRR projects and will work to achieve results that align with NHS GM's policies for incident response and business continuity management. The EPRR Manager will develop and maintain effective working relationships across a range of NHS and non-NHS organisations to build an integrated approach to EPRR, including working with colleagues in NHS trusts, local authorities, UK Health Security Agency and the emergency services. The EPRR Manager will liaise with EPRR leads in partner agencies to enhance collaborative working across Greater Manchester and to improve emergency preparedness and organisation resilience. The EPRR Manager will be a point of contact for allocated areas of responsibility, which may include being the primary link between locality colleagues, other NHS GM functions and the EPRR team. The EPRR Manager will work with colleagues and partners to build effective links and common understanding of emergency response procedures and business continuity arrangements prior to an incident/disruption occurring, and will collaborate with others, as required, following an incident/disruption to identify learning that can be used to improve EPRR processes. Person Specification Qualifications Essential Certified diploma level qualification in emergency planning and/or business continuity or working towards such a qualification Educated to degree level or equivalent specialist knowledge Training qualification Experience Essential Experience of emergency planning and business continuity Experience of working in partnership with people in a range of organisations Skills Essential Communication skills - written and verbal Organisational skills Interpersonal skills - developing and maintaining effective working relationships Project management skills Knowledge Essential Knowledge of the NHS EPRR Framework
