About us

 The S278 team sits within the Spatial Planning Team, and we are TfL’s interface for the statutory planning process. The team is responsible for managing third party highway works on the Transport for London Road Network mitigating the impact of developments with planning permission.

Overview of project/role:

To be a trusted and influential member of the Section 278 and Spatial Planning team providing comprehensive financial support. Providing decision makers and budget holders with robust financial project information to support effective decision making on project delivery.

You will provide accurate financial insights in a timely way by working closely with business shared services. As a custodian of third-party funds, you will provide a steer to Project Managers on how this money is spent, managed, returned to developers ensuring all TfL costs have been captured. 

You will explain financial concepts to non-financial colleagues, flag financial risks and increase efficiencies in our work.

Working closely with different parts of TfL, finance and project managers you will operate sound financial management processes for the S278 programme. This role primarily supports the Section 278 Principal Technical Analyst in ensuring TfL’s risks are mitigated for S278 highway works through efficient programme and financial controls.

Key Accountabilities:

  • Robustly operate the financial processes and controls relating to the S278 programme, including securing funding, overseeing financial transfers from external parties and within TfL. 
  • Be a key point of contact for project managers for reviewing finances against legal agreements to recover full project costs from developers. Provide provisional and final accounts to land developers to ensure clients are fully aware of the final settlement value before releasing planning obligations.
  • Managing the time charging process for recovering Spatial Planning’s cost from each project and recover TfL’s cost each period from escrow accounts to ensure there is nil cost to TfL.
  • Build and maintain strong relationships with area Business Partners, Business Services Function and Treasury to resolve problems and report any risks and issues to the Project Manager and S278 Principal Technical Analyst.
  • To identify weaknesses, improvements and to continuously improve the service provided to the S278 Team and Developers.

Skills:

  • An understanding of the Planning process & Highways legislation 
  •  Ability to work with various IT Systems including specific programme management tools i.e. SharePoint, SAP, MS Office (Essential)
  • Building effective working relationships with senior colleagues and external stakeholders with the aim of providing accurate timely information (Essential).
  • Prioritise and manage conflicting workloads to tight deadlines (work collaboratively in a project environment)
  • Persuasive verbal skills to represent TfL at meetings and write with clarity 
  • Proactively analyse complex information and probe for reasoned answers (Essential).
  • Draw on knowledge of finance (SAP preferable) and apply it to a project environment

Knowledge:

  • Accounting Degree or experience providing financial information in a project environment
  •  Working knowledge of highway developments and the planning process through local/central government and GLA
  • Knowledge of Planning & Highway Law
  • Understanding of Project/programme management methodologies & best practice (Essential)
  • Knowledge of project finances and cost centre reporting (SAP preferably) 
  • Numerate and experience of applying accounting knowledge for financial decision making (Essential).
  • Qualified or part Qualified CCAB 

Experience:

  •  A track record for developing & maintaining accurate record systems and producing management information to defined deadlines (Essential)
  • Experience of using accounting platforms (SAP) and extracting meaningful information to manipulate data and present it for reporting, planning, financial management and controlling projects (Essential).
  • Demonstrate working on a large complex programme, monitoring and reporting on it correcting errors & omissions 
  • Experience of engaging, negotiating and problem resolving with large corporations, their finance departments and representatives
