The Personal Tax team is a team of 25 people responsible for income tax, national insurance, inheritance tax and all other aspects of the personal tax system. With overall personal tax receipts totalling over £300bn, these issues are of fundamental fiscal and economic importance to the Treasury - and of critical political importance to the Chancellor and other Ministers. The team leads on personal tax announcements at fiscal events and is responsible for the government's longer-term strategy on personal taxation and its links with other areas of the tax and welfare systems.

What you will bring to the team:

The postholder will oversee the National Insurance (NICs) branch. NICs are a major source of Government revenue, accounting for over £125bn a year of tax receipts. National Insurance underpins the contributory benefit system (including paying State Pension payments) and is linked to funding the NHS and the Apprenticeship levy. As such, this post is key to joining up our thinking about tax, spending and welfare, and the future of the contributory benefits system. This is also the only personal tax which is paid by both employee and employers, which makes it unique across the group and allows the postholder to work across a broad range of stakeholders.

Key accountabilities will include:

  1. Lead the NICs branch - the post holder will have management responsibility for a branch consisting of 1 Range E and 2 Range Ds (HEO/SEOs) and 1 Range C policy apprentice.
  2. Provide strategic leadership and direction to the Government's overall National Insurance strategy. The post holder will need to develop a good understanding of the whole income tax and national insurance system.
  3. Lead the branch on cross-cutting NICs issues, including supporting the Government's labour market and growth objectives, working in partnership across tax and spending teams
  4. Provide strategic oversight of the branch's input to fiscal events.
  5. Oversee implementation of NICs changes - the post holder will need to work closely with colleagues in HM Revenue and Customs to develop detailed policy proposals.
