The Growth and Productivity Team (G&P);

Take a strategic overview of growth policy, and coordinate across HMT, especially at fiscal events

Lead HMT on productivity analysis

Lead for HMT on key growth-focussed policy areas including export support, migration, competition, and regulation.

Within the G&P team, Markets Branch leads on the Treasury's interests in competition policy, consumer policy, cross-cutting economic regulation, regulatory strategy as well as spending control for the Competition and Markets Authority.

We work closely with other government departments, consumer groups, think tanks and the private sector to ensure that markets promote efficient and fair outcomes and function effectively for producers, investors, and consumers. Examples of our work include driving the policy behind January 2021's Economic Regulation Policy Paper to set out the strategic direction of improving the regulatory framework of the water, energy and telecoms sectors, supporting the launch of the Sir Patrick Vallance-led review into regulation for emerging technologies and the announcement at Autumn Statement 2022 to reform retained EU law in priority growth sectors.

We collaborate across the Treasury to join up on cross-sector (e.g., energy, digital, water, investment) workstreams, providing advice and problem-solving to assess how smart regulation and competition can build stronger, healthier markets.

It also has an essential role to play in promoting growth, through ensuring that the rules facing businesses are proportionate, transparent, and designed to foster competition and innovation. Effective regulation is essential to creating a business environment for UK firms to invest and thrive. Our work encompasses Treasury's interest in regulation, which allows us to play an important and influential role in shaping policy across government. As one of our key levers to effect change in the economy, and often a politicised area, regulation policy attracts a high level of Ministerial interest.

What you will bring to the team:

This role presents an exciting opportunity to contribute to a cross-cutting and strategic agenda, leading engagement with other government departments and external actors (e.g., regulators, the private sector, etc.), to ensure that government's approach to regulation reflects Treasury's core growth and productivity objectives. As Head of Regulatory Strategy (Job share), the post holder will need to build strong and productive working relationships inside and outside government to influence approaches to regulation and deliver on the Chancellor's priorities, making use of effective influencing and negotiating skills. The role also entails task management oversight for two Range Ds. The successful applicant will be expected to develop in-depth knowledge of regulatory environment and to use this to generate and respond to ideas to improve the way that government regulates.

The main responsibilities of the role will include:

Leading HMT's strategy and engagement on regulation, working to: shape the Chancellor- commissioned review of regulation for emerging technologies in priority growth sectors, provide thought leadership to influence government's wider approach to better regulation and regulatory reform, and prepare the delivery of packages for fiscal events.

Building effective relationships within HMT and with other government departments (e.g. No. 10, Cabinet Office, and BEIS), academics, think tanks and the private sector to develop a strategic view of the role of regulation in the economy and identify issues and opportunities.

Advising and briefing senior officials and Ministers on regulation policy issues, through written products and in face-to-face (or video link) meetings.

Managing the work of a Range D to support this role's work on regulatory strategy; and overseeing the work of another Range D in fulfilling the functions of HMT's Better Regulation Unit and liaising with HMT policy teams to produce Impact Assessments and Post Implementation Reviews
