~ Head of Strategic Commissioning ~

Spencer Clarke Groupare seeking a dynamic and experienced individual to lead theCouncil’s Adult Social Care Strategyas theHead of Strategic Commissioning.

Contract Lengths: 3-6 months with a view to extend to an ongoing contract.

Pay Rates: £360 - £445 per day (negotiable depending on your experience).

Location: Bournemouth Christchurch and Poole Council.

Working Hours: Full time role.

This role is to support the Head of Strategic Commissioning – Disabilities in a strategic review and development of accommodation for adults with learning disabilities and autism.

You will be responsible for project managing the start of a longer term programme to reduce the councils reliance on residential care for people with learning disabilities and autism as part of the Council’s Adult Social Care Strategy.

You will also take on responsibility for the review of the Learning Disability Big Plan - the main BCP learning Disability Strategy.

  • Ensure commissioned services are delivered to meet the priorities for improving the health and well-being of vulnerable adults, young people in transition to adulthood and their carer’s. (This will involve working with key partners, including the NHS, to identify local service development and opportunities for joint working).
  • Contribute to the development, implementation and monitoring of service commissioning plans to deliver the Council’s strategic objectives, which are effective, and customer focused.
  • Lead, motivate and manage staff to deliver a high quality, flexible and responsive service to internal and external customers.
  • Provide effective oversight and co-ordination to drive service improvement and ensure the commissioning programme delivers on time and within budget.
  • Represent the service unit and the Council in multi-agency forums, working parties, local and regional bodies to contribute to the exchange of information and the promotion of best practice/’practice excellence’ developments.

Essential Requirements:


  • Significant experience of adult social care commissioning including expertise in a number of specialist areas.
  • Experience of developing service user and stakeholder involvement in the commissioning and delivery of services to implement and deliver strategic service outcomes.
  • Knowledge of current relevant legislation and statutory duties, responsibilities and best practice in relation to the comissioning and contracting of Adult Services.
