Job Description

Lead Vendor Q.C Engineer – Libya, Tripoli - Tax free – Major Project – North Africa – All Xs covered. MOSL are working in partnership with NOC to resource positions for a new Major Project under development by our affiliate/sister company - Waha Oil Company (WOC) Operator of the Waha oilfields on behalf of the National Oil Corporation, located in the center-east of the Libyan desert. The project will see the development of new and large CPF facilities. The CPF includes Oil treatment and storage installation for export, Gas treatment and compression for wells re-injection and produced water treatment facilities, with the related, extensive pipelines and electrical line networks. The FID is targeted. First Oil is targeted in 2026. Due to the nature of this project, you will initially be based in North Africa in a Hotel very close to the Corporate Office in Tripoli. All meals, transfers etc. will be provided and catered for. Once EPC is awarded it is likely sometime will be spent there (TBCd, likely Europe or M.E) before returning to Tripoli and latterly moving onto site. At all stages, security, full medical cover / facilities, insurances, and accommodation will be looked after. The roles will be based around a 4-trip home rotation with flights covered and a travel per diem / uplift. The provisions and benefits for this role are based on single status only. WOG will pay all Tax in and out of country and will provide documentation to support this. The Vendors’ Equipment Quality Control Lead is responsible for all the activities related to Quality Surveillance and Quality Control of the NG-6J Project Equipment to be purchased by the EPC Contractor to its Vendors under the main EPC Contract, from the Post-FEED up to the Project Close-out, in compliance with Basis of Design, Project Execution Plan and Project objectives and requirements.  Quality Surveillance of Vendors’ Equipment includes: Quality specifications, Inspection programs, Inspections, equipment certification, quality during fabrication, loading, transportation, storage and preservation, in all Project locations (Vendors’ premises, pre-assemble sites, erection site). They coordinate the inspections with the Quality group of the NG-6J Project. The Vendors’ Equipment Quality Control Lead is accountable for ensuring that all Project Equipment (under the scope of the EPC Contractor) are manufactured, delivered, installed and handed-over as per the contractual requirements, and approved design and specifications, to meet the Basis of Design and the Project Strategy (cost, schedule and contractual requirements).  We would idealy look for an Engineering Degree with 15 years’ experience in major oil&gas onshore international projects, with at least 10 years’ experience in management of Vendors’ Equipment for a major Operator and one experience as Quality Manager in a 1B$+ project. Experience in EPSCC Lump Sum contract is required. Knowledge of international standards and main international Vendors is required. Experience in contract & procurement would be a plus. Experience in challenging areas (remote, security, logistics) and in joint-venture environment is required. Language: Fluent English (working language), Arabic would be a plus but not essential.  Location: based in Tripoli, with ability to relocate to any required Project locations, and to perform several missions to Vendors’ premises. Methodic, rigorous, organized and pro-active, Strong skills in Organization and Coordination, Good communication skills (verbal and written) and negotiation skills, Result-driven, with analytical approach and an aptitude for taking initiatives, to prepare and evaluate resolutions and impacts and present them to his management, Ability to work in multi-cultural teams and coordinate amongst different project groups, Proven track record of result deliveries in challenging project environments.
