The Opportunity


The Point of Connection’s – Estimator is responsible for the evaluation, quote preparation, third party liaison, conceptual solution design / approach, customer interface, work winning and pre-start handovers to the Operations and/or Project Management team as appropriate.


These activities will apply to Regulated and Non-Regulated point of connection, contestable and non-contestable works quotations and authorised supply capacity change requests in line with Guaranteed Standard requirements. Activities will be mainly focussed on Leep owned assets and/or contractual obligations to third party customers and will focus upon ensuring that all Connection offers are compliant with all Regulation’s, Company Policy, Procedures and Industry Practices.


This position will identify the optimum resources, materials, sub-contractors, costs and requirements required to deliver point of connection solution’s along with the necessary business justification and/or approvals. It will also ensure the correct and appropriately qualified resource structure is in place to deliver a quotation and design service that meets our regulatory obligations and commercial contract sign off processes



Key Responsibilities

  • Day to day preparation of point of connection quotations and proposals to internal stakeholders and external customers.
  • Ensuring matters of escalation and concern are documented, managed and reported to relevant parties at the necessary and earliest opportunity.
  • Ensuring compliance with relevant legislation and all Leep policies and procedures, CDM processes and SHEQ requirements on all the Point of Connection Team activities, assets and sites under the Point of Connection Teams’ remit.
  • To identify, negotiate with and support the sourcing of new service solution providers, undertaking regular reviews and/or audits as required to ensure compliance with Company, Industry, Health and Safety requirements.
  • To ensure that all documentation prepared in connection with above identified works, is fully reviewed by a person / persons authorised to do so.
  • Develop, implement and maintain suitable supplemental processes and/or procedures to ensure quotations and designs are completed and signed off in line with and at the appropriate authorisation levels within Leep.
  • Ensure that each electric quotation and associated design work is planned to be undertaken by suitably authorised and competent persons and/or companies, whilst meeting the requirements of the Standard License Conditions, Common Charging Connections Methodology, Codes of Practice, Health and Safety at Work Regulations other relevant Regulations.
  • Ensure that each water quotation and associated design work is undertaken and authorised by suitably competent person or company and meets meet the requirements of the Standard License Conditions, Water Supply (Water Fittings) Regulations 1999 (as amended from time to time), Codes of Practice, Health and Safety at Work Regulations other relevant Regulations.
  • Ensure that all individual quotations and designs take into consideration all notices issued under the NEDeR system, ensuring that all relevant personnel are formally informed where a notification identifies an abnormality, defect or situation requiring attention on any Leep Utilities controlled Asset and/or Electrical Network as part of the connections activity.
  • Develop, implement and review on a continuous basis, specific and relevant processes in relation to the management of quotation of all electrical and water networks within the scope of the role. Regularly reviewing the accuracy and effectiveness of what is sent out and which is required to be implemented and managed both within the office and at site level.
  • Ensuring that a proactive approach to the management of safety within all quotations and proposals issued is promoted across all parties involved.
  • Provide support to the UK Point of Connection Manager on all matters pertaining to the management of point of connection tendering along with supporting where required, Operations and Project Managers responsible for the delivery of secured point of connection works.
  • Ensure that all materials, products and assets that are quoted by the team are of acceptable industry standard, also identifying any new and improved products that will give greater efficiencies and performance on Leep network infrastructure.
  • Undertake the required activities to hand over accepted works to the relevant person and/or party undertaking the works, with all relevant designs, costings, T’s & C’s and information in place along with programme deliverables.
  • Ensure that all work enquiries are tracked and that timelines for delivery are effectively managed along with commercial reporting of the enquires, work won and invoiced. Maintain a clear schedule and prepare information to support your line manager’s deliverables associated with the monthly management reporting process in terms of Guaranteed Standards, new enquiries, tender work in progress, work won, handed over and commercial activities associated with accepted offers and requisite onwards billing.



About You

  • Practical and demonstrable experience of working in a Electricity or Water Distribution Company with demonstrable experience of preparing quotations, proposals and/or design submissions in line with regulatory guaranteed standards.
  • Demonstrate an appropriate level of electrical qualification’s to fulfil the role
  • Good Knowledge of the general utility industry
  • A demonstrable understanding of Construction Design Management (CDM) 2015 design responsibilities.
  • Proven track record of preparing connection quotations and/or proposal documents.
  • A good working knowledge of commercial contracting conditions and requirements
  • Working familiarity with H&S management and audit.
  • Understanding of regulatory standards applicable to the Electricity and/pr Water Industry and the processes required to be compliant with them.
  • Good computer and reporting skills.
  • Adaptability and an eagerness to learn and to be able to work to tight / urgent timeframes.
  • Ability to adapt daily priorities and workload to meet the demands of the role
