Role specific purposes

The Procurement Business Partner will be an integral part of the Commercial team, reporting directly to the Procurement Lead. The role within this team will require an in-depth understanding of OJEU and Public Contracts Regulations and thorough knowledge of procurement processes both internally and outside of Government control.


Furthermore, all procurement and contractual work at the Trust will be managed in accordance with PCR15, Managing Public Money and OJEU, evaluating and exploring all contracts work. Liaising with other members of the Commercial team to ensure progressive assurance is carried out at predefined checkpoints in the procurement exercises.


Activity

  • Act as Business Partner and lead the procurement activity holding accountability for the appropriate category and stakeholder.
  • Build strong and critical relations with the Commercial team owning communication in and out appropriately for the team.
  • Manage a specific category of procurement activity via the prescribed processes and pipeline.
  • Carry out end to end procurement autonomously ensuring accurate data housekeeping for all contracts and procurement activities.
  • Meet your area's senior managers regularly to develop the pipeline of procurements and allow ample time to design and build procurement strategies.
  • Track activity within your pipeline of work and produce and present weekly reports as required to multiple stakeholders.
  • Track all contracts within your category to highlight and act upon expiry dates proactively.
  • Escalate procurement over £500,000 to the Procurement Lead.
  • Ensure all activity is scrutinised and compliant to external and internal governance.

Specific role Skills and measures

  • Developing and maintaining good working relationships with the wider business functions, demonstrating strong stakeholder management, whilst managing multiple complex and large categories.
  • Ability to operate independently and communicate effectively, both internally, with technical staff, peers, and management as well as externally, with customers, regulators and others
  • Capable of working with agile methods within a matrixed environment, adopting a solution lead proactive approach.
  • Strong comprehension of programme technical performance metrics and financial status
  • Working knowledge and understanding of, and experience in implementing Public Contracts Regulations 2015 and Managing Public Money, PCR15 and MPM.
  • Understanding of, and experience in government procedures.
  • Clear understanding of procurement activity
  • Excellent communication skills with proven ability to develop management briefings, reports and management information.


Measures of Success

  • There are no lapsed or out of date contracts within the system.
  • That agreed SLAs are met.
  • Appropriate and agreed SLAs are defined within categories correctly to form the “Procurement Charter”
  • That role skills and competencies are consistently applied.


Experience & Qualifications:


Essential:

  • Tangible work experience in complex procurement roles
  • Proven record of delivering procurement projects
  • A Formal and related qualification
  • MCIPS
  • Knowledge & understanding of Public Contracts Regulations 2015, PCR15 and MPM.
  • Knowledge and understanding of Managing Public Money and the different frameworks the government uses.


Desirable:

  • Central and Sub Central Government exposure
