Procurement & Contracts Officer – Commercial Services

Pay Rate: £37,984.00 per annum

Hours per week: 37 Monday – Friday, normal working hours

Role Length: Permanent

City: Leeds, West Yorkshire

The successful candidate will work closely with budget holders, contract managers and officers across the Combined Authority to deliver best practice procurement and contract management through value for money solutions, with greater emphasis on procurements/contracts that have been categorised as non-strategic.

Key Responsibilities:

  • Responsibility for running tender processes in a professional, compliant, and timely manner and working closely with budget holders to ensure that they undertake the same.
  • Responsible for providing procurement and contract advice, guidance, and oversight across the Combined Authority with greater emphasis across operational and transactional procurements/contracts, ensuring officers adopt best practice methodologies.
  • Responsible for effective commercial contract management of any assigned Procurement held contracts, ensuring that the CA’s interests and reputation are upheld in all dealings of a contractual nature and correct probity and fairness in all contract management transactions is achieved.
  • Support the improvement, integration and maintenance of E-procurement systems ensuring that they meet organisational requirements.
  • Support the Declaration of Interest, Contract Standing Orders waiver and variation processes and risk management by identifying issues early, reviewing documentation and making fit for purpose recommendations.
  • Support the development and implementation of contract performance oversight across the Combined Authority to capture supplier performance including social Value and inclusive growth obligations.
  • Responsibility for compliance with the appropriate public procurement legislation and internal processes through the management and development of supporting systems, review and control of documents and challenge and scrutiny of final outputs at all management levels of the organisation.
  • Manage and maintain information within the procurement recording systems, contracts register and supplier information register, ensuring information is up to date and accurate.
  • To support the evaluation of projects and contracts, including data collection; collation and scrutiny of Key Performance Indicators (KPIs) and performance management against KPIs; benchmarking and the drafting of evaluation reports, and implementing the practical outcomes of a continuous improvement process.
