Programme Board Independent Chair – GM Local Access Project

GMCVO are supporting the Greater Manchester Local Access Programme Partnership Board to appoint an Independent Chair. The Greater Manchester Local Access Programme (GM LAP) is a pioneering investment to stimulate the social economy of an area. The multi-stakeholder Programme Board will drive delivery of a complex programme and contribute to shaping the GM ecosystem to nurture and grow social enterprise. The GM LAP believe an independent Chair of the Board will enhance the opportunity to succeed. Full details are included in the Role Description.

Context

Greater Manchester is one of six ‘places’ funded nationally by Access, the Foundation for Social Investment and Big Society Capital.

Our programme is a collaboration between a variety of stakeholders in Bolton, Oldham, Stockport, Wigan and GM to align resources, generate social impact and share the learning. The four Local Access partnerships in Bolton, Oldham, Stockport and Wigan will explore a local approach to mobilise the social economy in places that can benefit most from local economic and social impact. Traditional top down models for economic growth and public service provision have failed to redress inequalities in GM. Investing in a vibrant social economy will be a catalyst for creating sustainable social impact in areas where commercial interests have passed them by. https://www.gmcvo.org.uk/LocalAccessPartnership

A spectrum of support will be offered in the four delivery areas ranging from pre-start up through to development and scaling up. A Local Access Partnership Steering Group is established in these areas and feed directly into the Programme Board.

Local Access is a joint funding programme established by Access (£10m of dormant accounts from the government’s Reclaim Fund) and Big Society Capital (£15m repayable finance) that aims to support the development of stronger, more resilient and sustainable social economies in disadvantaged places.https://access-socialinvestment.org.uk/blended-finance/local-access/

The aims of the Local Access Programme are:

• To build strong and sustainable local support systems to underpin enterprise growth and resilience for charities and social enterprises;
• To pool and share resources to support more efficient delivery models for investment or interventions;
• To promote collaborative or joint access to local pots of funding, incorporating both grant and repayable finance; and
• To promote and strengthen local money flows to keep capital within local social economies

The GM LAP is developing its public brand, which will replace the current working title. Time Commitment: 1-2 days per month 
Financial remuneration: £1,500 per annum Closing date for expressions of interest: Monday 15th November 2021 at 09:00.
