Project Scope
Two possible projects;
Pre-FEED and FEED Project involving processing of waste, re-using and relocating an existing refinery unit and generating synthetic fuel. The project involves several licensors and specialist vendors and will provide a better than carbon neutral highly environmentally friendly project.
The Kinneil FPS Terminal operates dedicated flare systems for Trains 1 and 2, and Train 3. Both systems are designed with elevated flares sized for maximum flare load, plus ground flares to help reduce visual/noise impacts. However, Kinneil ground flares have proved unreliable and difficult to keep available over many years.
The terminal is regulated under Pollution Prevention and Control (Scotland) Regulations, and it has been identified that the current ground flares do not fully comply with the Best Available Techniques requirements. Therefore 2 new enclosed ground flares are to be installed to ensure regulatory compliance.
The new enclosed ground flares are to be installed and operational by the end of 2023.
Deliverables

  • Responsible for timely issue of project control deliverables and progress reports
  • Oversee planning and scheduling on the project to ensure schedules are in line with the delivery requirements through the application of appropriate processes and procedures.
  • Understands the project deliverables, milestones and required tasks and targets through the project progress measurement system through close interaction with the project team.
  • Prepare and maintain client and management cost reports, progress curves for the project in line with the required reporting levels and requirements of the contract.
  • Maintain change control systems, evaluate discipline change notices, determine cost and schedule impact of all affected areas.
  • Maintain in conjunction with the materials control group, a requisition tracking system.
  • Prepare cash flows and out turn forecasts.

Key Requirements
  • Degree Level.
  • Experience as a PCM in similar energy organisations.
  • Knowledge in capital cost and services cost.
  • Knowledge of scope change management.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and start-up work processes.
  • Proficiency in using multiple Cost and Planning software applications e.g., Ecosys, SAP, ORACLE, Primavera etc.
  • Demonstrated skill in identifying, analysing, and providing innovative solutions to cost problems.
  • Status Reports and Earned Revenue Determination.
  • Skilled in oral and written communication.
  • Strong communication, leadership and organisation skills.
