You'll be responsible for:
  • Implement network rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments to enable discipline specific technical risks to be understood and highlighted to DPE for escalation to interested parties, enabling early resolution of issues and reducing programme/cost impacts.
  • Apply engineering controls and procedures to all projects and check that all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to the discipline.
  • Oversee compliance of projects to NR/L2/RSE/02009 engineering management for projects, and the capital delivery engineering construction management plan (ECMP). Assess competency of contractors' design, construction and specialist personnel, accordingly, carry out role of DPE on some projects.
  • Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis as necessary and check whether the environmental aspects of all projects are managed in accordance with network rail environmental policy.
  • Have an awareness of key railway legislation such as, ROGS and RIR. Assist with the project application of the network rail health and safety management system and common safety method for risk assessment (CSM RA) providing specific technical evidence and support where appropriate.
  • Monitor all projects for compliance with railway group, network rail company standards, NTSN's, euro norms, eurocodes and network rail project control procedures. Managing any deviations with ALARP principles and in accordance with NR processes.
  • Provide project and programme management advice in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including the Construction Design Management (CDM) regulations.
  • Review designs, reviewing any change to confirm that the projects' technical requirements are achieved.
  • Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
  • Identify and share best practice across various project teams and colleagues.
  • Liaise with contractors and third-party suppliers (be network rail's technical point of contact for discipline-specific issues)
  • Attend weekly engineering meetings to consider impacts of other discipline designs. (signalling, E&P, civils, telecoms etc.) and stakeholders (asset managers, operations, TOCs etc.) to provide an integrated approach.
  • Attend project progress meetings and provide input to project /programme plans.
  • Respond to TQs and RFIs relating to civil engineering matters.
  • Ability to apply appropriate effort for engineering assurance required for high-volume, low-complexity [buildings] works, identifying areas that may serve as a greater risk to network rail, and increasing assurance measures in accordance with CD processes.
  • Support DPE in discipline specific information required to inform commercial, risk, programme integration, sponsor, requirements, maintenance liaison and operational liaison meetings.
You'll need to have:
  • BEng/BSc or equivalent/higher qualification in engineering subject.
  • Membership of a relevant professional institution, such as, IRSE, IET
  • Significant experience in signaling projects/E&P engineering.
  • An understanding of design check categories, and arrangements required for independent assessment of work.
  • Knowledge of risks within operational railway environment.
  • Knowledge of other functional disciplines.
  • Good interpersonal, influencing, communication and organisation skills.
  • Good understanding of quality assurance, environmental, and commercial processes.
  • Experience of working as DPE/PE on low-complexity, high-turnover [signaling] & [E&P] programmes.
  • Experience of working with NR internal delivery teams.
  • Experience in managing high volume work bank.
  • Attend designated office minimum 2/3 days a week.
You'll also have:
  • Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas.
  • Experience of working within works delivery organisation.
  • Railway experience in applying RSE/02009 and relevant assurance standards relevant to discipline.
  • Experience in assurance processes.
  • Experience in CDM Regulations and CSM risk acceptance.
  • Knowledge of works delivery portfolio.
