Key Objective:

To ensure the full and robust delivery of commercial and project management activities, working closely with the Heads of departments on live construction projects within our portfolio and as a member of the wider in-house Design, Development & Construction (DD&C) team

Main Duties & Responsibilities:

Commercial & Project Management

  • Effectively manage all commercial aspects of construction projects ensuring leadership and guidance is provided to the commercial teams and compliance with company procedures
  • Deliver consistent ways of working and reporting across the commercial team
  • Provide commercial solutions to the D&C organisation that optimises the delivery of the project
  • Ensure the project meets its contractual terms and conditions, including tender proposals, contract management and dispute resolution.
  • Commercial management of all sub-contractor and consultant accounts including certification of payments and issue of required payment notices to established accounting timetables from procurement stage to final account.
  • Commercial management of all supplier, plant and labour costs which sit within the Preliminaries budget.
  • Assessment and valuation of Loss and Expense claims for all packages.
  • Close out of package procurement following handover from procurement team of all contract related issues – final price, completion obligations, terms and conditions, sub contract security, warranties etc.
  • Management of teams/involvement in any relevant resource based or recruitment related issues. To include the Performance Reviews of direct reports as well as HR related issues – holidays/absence etc.
  • The definition and implementation after review and approval by others of commercial strategies for packages; in particular cost control processes.
  • Validation of Site Directions and Variation Notices for approval and sign off by authorised signatories and valuation of these works.
  • General overview, on a day to day basis of all matters appertaining to building sub-contractor accounts to include correspondence, emails and review of documentation.
  • Preparation as appropriate of documentation for the execution of sub contracts.
  • Involvement as necessary on difficult and contentious matters to eliminate/reduce commercial risk to the business.
  • Establish and maintain both commercial and project managment relationship with sub-contractors and consultants/third party client bodies.
  • Attendance at senior project/commercial meetings. Key relationships with internal stakeholders across all departments.
  • Review and critically examine pricing and providing cost advice in respect of any third party payment or external valuation issues, as well as internal change control requirements.
  • General assistance as directed by senior members of the project team particularly in relation to operational and Logistical issues
  • Work closely with colleagues in Development team to assist and support in the early stages of a project – tendering and appointment of consultants, collective problem solving and guidance on Briefs and other key development documentation / gateways.
  • Project management of specific tasks and critical issues –

Reports

  • Monthly responsibility for accurate final outcome forecasts for allocated sub contract packages for review for ultimate inclusion within the consolidated project cost report.
  • Involvement and peer review of project progress and critical issue reports.
  • Attendance on invitation to the monthly project cost and progress meetings to present and report on packages and support Commercial Managers in their presentation.
  • Validation of values included within the consolidated project expenditure cash flows for allocated sub contract packages.
  • Ensure all data is entered for contractual and financial information into company electronic project and financial management system (Proliance).
  • Assistance ensuring that all relevant contractors and suppliers CIS, insurances and company details are up to date

Risk/Opportunity Management

  • Deal with all contractual matters relating to the project ensuring compliance with contract and statutory requirements.
  • Delivery of management of profit enhancement strategies and management of risk and opportunity from commencement to completion of the project
  • Procedures, Training and knowledge sharing.
  • Promote and strive for continual improvement and best practice and assist in the production of Company procedures.
  • Implement business improvement processes and best practice to the measurable satisfaction of the project

Procurement of Contractors and Consultants

  • Define, implement after validation and manage the procurement strategies for all Preliminaries packages.
  • Prepare recommendations and tender analysis reports for senior management approval as appropriate

Experience, Knowledge & Qualifications:

  • HND or degree in Quantity Surveying.
  • Contractor based background with particular demonstrated experience working on an extensive range of Trade and Preliminaries packages.
  • Significant experience of assessing Loss and Expense claims.
  • People & Project Management experience.
  • Significant experience of cost reporting of construction projects in post-contract phase.
  • Significant knowledge of standard forms of building contracts, governing law and procedures.
  • Significant knowledge of construction methods and technology.
  • Significant knowledge of construction project life cycle costs.
  • Significant knowledge of health and safety and CDM legislation and issues.
  • I.T experience including cost management systems, Word, Excel, Adobe and PowerPoint.
  • Strong organisational skills – ability to multi task and prioritise workload and manage the workload and priorities of others.
  • Fast and responsive – working to strict deadlines.
  • Proven communication and interpersonal skills to all levels
  • Resourceful, innovative thinker; able to work on own initiative.
  • Ability to present reports to senior management of business
  • Team Player – maintain close working relationships with all other employees of the business to assist in the facilitation of projects
