Job Description

Hart District Council are seeking a Senior Estates Surveyor to join our Commercial department based in Fleet on a part-time basis.


Hart District Council was formed in 1974 from the merger of the former Fleet Urban District Council and Hartley Witney Rural District Council. We now serve a population of just over 91,000 in around 37,000 households. We are a rapidly growing District, forward-looking and prosperous, but with a keen interest in conserving all that is unique and important in its past.


The council owns and manages a commercial property portfolio, consisting of various public buildings, operational and tenanted business space, and some investment properties. The effective management of the portfolio ensures operational efficiency for the authority, in addition to providing a significant stream of rental income from its tenanted assets.


Our Commercial department is now looking to appoint a new Senior Estates Surveyor who will lead on the Council’s commercial estate management service.


The role is being offered on a part-time, 3–4 days per week basis. We also offer hybrid-working with an expectation of attending the office once a week.


The Role

As the Senior Estates Surveyor, you will play a key role as the lead advisor on all commercial estate management and property matters across the authority. You will provide professional expertise on a variety of general practice tasks including lease events, property transactions and asset valuations, alongside the day-to-day management of the commercial property portfolio.


In addition, you will lead on the Council’s activities to achieve carbon neutrality in support of the climate change action plan, maintaining and increasing income and driving down overheads, ensuring an increasingly sustainable property estate.


Key responsibilities –


  • Lead on the day-to-day estate management of the Council's property portfolio.
  • Manage the negotiation of lease renewals, rent reviews and licences.
  • Provide property valuation advice and make recommendations to Leadership.
  • Provide timely, effective landlord and tenant advice to the Council in respect of all lettings and occupation matters.
  • Advise on Strategic Asset Management to improve portfolio efficiency and maximise income.
  • Liaise with and manage external consultants, property agents and solicitors.
  • Attend council meetings with Leadership and provide regular reports on the property portfolio performance.


What you will need


  • MRICS is essential, with significant post-qualification experience.
  • Hold a relevant degree in property / estate management.
  • Strong experience in a wide range of commercial property and estate management tasks including, lease renewals and rent reviews.
  • Sound knowledge of landlord and tenant legislation.
  • Previous experience of working Local Government is preferred, but not essential.
  • Excellent skills in stakeholder management and communication.
