Salary starting from £47,880 per annum plus excellent benefits.

With plans to see SP Energy Networks (SPEN), part of the ScottishPower Group, look to invest over £5bn in transmission projects across our transmission network in central and southern Scotland by 2030, the Network Planning and Regulation (NP&R) team will play a key role in supporting SPEN to work at pace to deliver the transmission network that is required to support ambitious 2030 Scottish and UK Government targets.

The Senior Planning Analyst within Network Data and Intelligence communicates the regulatory contract with the Licence business, translating the contract into to data driven targets and objectives, and ensuring that regulatory targets and business strategy is understood and in line with regulatory expectations.

The position supports the SPT licence planning and delivery teams in successful delivery of the regulatory contract, across TOTEX, volumes, commitments, and secondary deliverables, and assists the contract governance through investment approvals. 

What you’ll be doing

Establishing the key deliverables of the regulatory contract, structuring, and communicating them with all relevant internal stakeholders in SPT, developing annual “Targets and Milestones” content to provide clarity to delivery managers across the SPT licence, whilst ensuring deliverability and efficiency. 

Preparing and communicating the prioritised investment plan, covering short and long-term time horizons. The plan covers a wide array of plant, overhead line and cables assets covering all voltages, which all have clear targets for costs and volumes which must be delivered over the 5-year price control period.

Working closely with the business to understand the resource, engineering, regulatory and financial constraints which must be managed in line with delivery of the plan. Influence stakeholders across all levels to ensure knowledge transfer and plan acceptance is achieved.

Providing advice and guidance to other SPEN departments to ensure that contractual obligations are understood and managed effectively, Support in preparing presentations and responses to requests for information from internal and external bodies.

Translating the Guidance from the Regulator to support the business, and identify opportunities for outperformance, whilst mitigating risks to ensure that returns from the Regulatory Contract are maximised. 

Facilitating investment paper approvals to ensure in line with Regulatory allowance. Support and administer SPT Investment approvals via PAM (Planning Authorisation Meetings) governance, in collaboration with the EN Control function.

Liaising with the Licence businesses to ensure that their performance is understood, and that key issues are highlighted to appropriate stakeholders. Provide insight to Senior Leadership, and guidance on areas of focus.

Identifying and developing the systems and data to maximise the regulatory contract plan output “the masterplan” within visible and accessible corporate systems, aligned with expected principles and processes.

Cultivating effective working relationships is key - work closely with stakeholders within Network Planning & Regulation, Control, and the Licences. 

What you’ll bring

To be successful, you will have:

A relevant degree and/or regulatory experience

Strong analytical skills and mathematical abilities.

Highly developed communication skills with the ability to influence the wider business population to proactively deliver SPEN’s regulatory Contract in line with regulatory and internal Iberdrola expectations.

Understanding of the UK regulatory framework, ability to drive value / opportunities and minimise regulatory risk, including specialist knowledge relating to the regulatory mechanisms which link Totex with revenue.

Strong business planning, financial and strategic thinking.

Manages frequent requests from across the business calling on regulatory expertise.

Previous experience managing Supply Chain on long term planning and performance deliverables, ensuring that boundaries of responsibility and future requirements are met.
