**Senior Programme Manager, Futures and Clearing Replatform Programme, Markets Operations Transformation.**

We support an extensive range of Capital Markets products and services including Fixed Income (FX, Rates, Credit, Muni, Cash and Derivatives) where Citi is consistently a dominant top 3 player in the market, Equity (Cash, Derivatives, Prime Brokerage, Futures, Listed Derivs, FXPB) where Citi has a significant growth program to continue to build out its capabilities and services; and Syndicates where we support both FI and EQ new issues and IPOs.


Markets Operations at Citi has embarked on a significant, multi-year transformation covering all aspects of designing and delivering a future state target operating model: risk and controls, regulatory compliance, process re-engineering, automation, people and culture, data transformation, technology investment and client service. This is a large and complex undertaking.


The **Markets Operations Transformation** team has been formed to support stakeholders both within Operations and across the bank, to design and deliver this multi-year transformation roadmap. Our transformation is underpinned by strategy, investment, change execution and a market-leading change delivery team focussing on programme and project management, business analysis, process re-engineering, low code application development and PMO.


**Futures and OTC Clearing** franchise is an agency business providing trading and clearing capabilities across 40+ exchanges to our clients and proprietary lines of businesses such as Equities, Rates, Commodities, FX and Prime D1. The business is embarking on a major replatform of its core product processor. This is a multi-year initiative, moving to realtime computation, and with ambitious goals to design and deliver a more robust, strategic, well controlled end state for Futures and OTC Clearing operations.


We are recruiting for a **senior programme manager** **at director level** to lead this new multi-year replatform programme for Markets Operations. This person will be an experienced leader able to run the Operations governance, ensure there is a watertight framework in-place for analysis, planning, tracking and communication. Making sure Operations and Technology and other areas are delivering to plan, that risks are well managed and that key decisions are being effectively made.


The role will work in partnership with the Futures and OTC clearing business, operations teams globally, technology and downstream areas such as finance and regulatory reporting. The primary focus is on ensuring Operations future state requirements are being met, that outcomes and benefits are being realised and that the Operations delivery plans are executed on time and within budget.


**Responsibilities:**


+ Drives planning and coordination of day-to-day activities across the programme

+ Identifies stakeholders and key organizations and builds and manages relationships.

+ Directs the creation of multiple streams of work and manages their alignment to business goals.

+ Leads the identification and drive resolution of issues, including those outside established programs of work.

+ Works with stakeholders to ensure program scope definition meets operations objective, ensuring requirements are clearly documented, are strategic and are well understood by all stakeholders.

+ Works with sponsors to ensure business case/cost benefit analysis is in line with business objectives and that there are trackable, tangible benefits and associated KPIs.

+ Drives adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.

+ Directs the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.

+ Directs the identification of risks which impact program delivery and ensures mitigation strategies are developed and executed when necessary.

+ Manages multiple teams or a functional area (depending on size of programme).

+ Ensures creation and signoff of program plan and charter, benefits management plan, stakeholder management plan, acceptance plan, and central program issue log.

+ Ensures program plans meet business needs as described in the program initiation documents.

+ Ensures funding has been approved for the program.

+ Ensures all areas of the program are appropriately staffed.

+ Ensures program commitment from those assigning resources.

+ Escalates program risks to the Head of Markets Operations or Head of Futures and Clearing Operations, when appropriate.

+ Ensures vendor performance is monitored and actions taken if performance warrants.

+ Works collaboratively with technology, ensuring there are clear delivery plans aligned to Operations strategic requirements and holds delivery plan owners to account.

+ Appropriately assesses and manages risk.


**Qualifications:**


+ An experienced, director-level change delivery leader with 15+ years of relevant experience

+ Experience leading the delivery of large, multi-year replatform and transformational change

+ Specific experience leading on listed derivatives and OTC clearing programmes a significant plus

+ Excellent interpersonal relationships with ability to influence and negotiate with stakeholders

+ Critical thinking and problem solving

+ Demonstrate a consistent track record having worked as a Program or Project Manager, Lead, PMO or department head, managing teams and large, strategic cross-functional projects

+ Previous program/project management, consulting, technology and/or management

+ Working knowledge of Global Markets Operations

+ Working knowledge of Listed Derivatives and OTC clearing

+ Prior operations experience a plus

+ CAPM, PMP, PgMP and/or MBA are a plus
