Job Description

Role: Strategy & Assurance Manager

Location: Waterloo, London (2/3 days per week on site)

IR35: Inside

Rate: £655/day (Umbrella)

Duration: 6 Months

Lead the development of the assurance strategy and plans that effectively enable the implementation and smooth delivery of the Pay as You Go (PAYG) programme activities and outcomes. This is a key role in facilitating successful collaboration through GBRTT and the wider rail partnership landscape to realise positive customer outcomes for Fares, Ticketing and Rail reform. Deputise for the PAYG Director, where appropriate.


  • Lead the definition, approach and implementation of PAYG Market Engagement, Procurement and Supply Chain Strategy to achieve value for money and desired quality.
  • Utilise subject matter expertise to establish industry wide commitment for the PAYG proposition and delivery strategy. Collaborate with and harmonise stakeholder engagement with industry partners, engaging and influencing colleagues including within GBRTT itself, the Department for Transport (DfT), Operators, Devolved Authorities, Train Operation Companies, Rail Delivery Group and Network Rail, who all are necessary partners in supporting the target outcome.
  • Provide strategic input and oversight to the development and delivery of the PAYG customer proposition (including the fares proposition), using knowledge of wider FTR and GBR propositions and strategies so that the PAYG customer proposition aligns with wider objectives.
  • Provide strategic input and advice to the requirements setting, design and development of the Interim Fares Engine working closely with the FTR Technology Strategy Team.
  • Define the PAYG operational service delivery driven changes to the Ticketing and Settlement Agreement, and industry contracts. Engage with appropriate Department for Transport (DfT) to facilitate these changes.
  • Contribute to the development, delivery and sign-off of business case for the PAYG work package, working closely with the FTR business case and project management teams, to achieve target outcomes and deliver implementation and adoption of PAYG technology
  • Provide Ticketing, Fares, Pricing & Product subject matter expertise for TOC implementation, acting as a source of guidance and direction to industry partners, to facilitate successful delivery of PAYG strategy.
  • Undertake the role of Industry Assurance across all PAYG delivery through proactive collaboration with industry and commissioning partners who will help scope and specify requirements, confirm risks and mitigations.
  • Work closely with the PAYG Director, Programme Manager, Project Manager(s), Product Management and Delivery Teams to successfully mobilise the work package, set and achieve milestones, support resource requirements and recruitment, adhere to governance, product PMO artefacts and create and present Programme Board papers where required.
  • Provide strategic input and positive challenge to key GBRTT colleagues, commissioning partners and stakeholders, particularly fellow members of FTR’s leadership team and external stakeholders, to support the delivery of the wider FTR Programme. Act as Deputy PAYG Director, where required, communicating and influencing in a positive way all colleagues to address issues or overcome challenges

Essential:


  • Experience of successfully delivering as part of a large cross-functional team in a complex, matrix organisation.
  • Strong understanding of strategy development and implementation, with proven ability of delivering strategic change programmes.
  • Strong understanding of Rail Fares, Pricing and Products.
  • Strong understanding of payment service technologies, Pay as You Go technologies & associated implementation of such technologies as well as the challenges, issues and opportunities within PAYG fares, ticketing and retailing within the rail sector.
  • Strong experience of driving customer-focused changes (both from an operational and cultural perspective), with a passion for improving customer experience.
  • Highly adept and persuasive communicator with the ability to negotiate, influence at an executive level and broker relationships with national and regional stakeholders, with an ability to present and articulate complex matters in a simple and effective way to a range of stakeholders, and to gain TOC, RDG, DfT and HM Treasury buy-in and commitment.
  • Strong commercial acumen, with proven ability to manage budget and deliver required outcomes of tens of millions of pounds.
  • Ability to build and develop business cases in line with government guidance.
  • Strong knowledge and experience of various programme and project and quality management approaches and principles
