Job Introduction

SCS Area Central team are seeking a Technical Assurance Manager to manage and coordinate Assurance in Area Central

SCS is responsible for demonstrating that the works carried out by the SCS JV meet the Client (HS2) requirements as set out in the Works Information and Technical Requirements.

This includes ensuring that all work packages provide the appropriate Validation and Verification that the requirements have been met.

The Technical Assurance Manager (TAM) role is to work with and support the design, delivery, and discipline teams in the area so they understand the TA requirements and ensure they are delivered.

Key Duties for the postholder include:

coordinate assurance activities such as, Configuration and Technical Change Management, process development and improvements; attending sub-contractor kick off meetings and carrying out Technical Assurance reviews as necessary to support Contractor self-certification for client signoff of works.

be responsible for agreeing acceptance criteria with HS2 colleagues, working with the teams to plan the assurance and certification strategy activities

ensure that works are delivered in compliance with the Technical Assurance Processes and Procedures

provide TA guidance/training to the embedded the delivery teams across the project.

The post holder may also be expected to support procurement activities, ensuring that TA requirements are embedded in contracts and services to be procured.

Role Responsibility

Key Responsibilities

  • To support the Design and Delivery Leads in the development and implementation of the Technical Assurance Strategy, plans, processes and systems within the project.
  • Contribute to the continued improvement of the technical assurance strategy, processes and systems for each of the Technical Lifecycle Stages in collaboration with delivery teams, subject matter experts, stakeholders and the employer.
  • Provide narrative reports and metrics against TA KPI targets; progressive technical assurance activities; Certification and Sign off Status.
  • Undertake activities as defined in the project Plans and Procedures liaising with those delivering the works. The activities will include monitoring progress of works, reviewing deliverables for evidence of compliance, raising issues / non-conformances where appropriate and negotiating corrective actions with those responsible for the works.
  • Coordinate the certification activities for work packages to gain L3 certification from the Employer
  • Deliver technical assurance communications such as staff briefings and technical assurance awareness training.
  • Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project


The Ideal Candidate

  • Significant experience of working at equivalent level in a project environment.
  • Experienced in the application of system engineering principles and/or assurance processes.
  • Knowledge and experience of the regulatory environment and statutory obligations relating to infrastructure projects or equivalent.
  • Capable of developing plans and managing workload / activities and taking sole accountability for task delivery.
  • Capable of working collaboratively and effectively to build trust and enhance the spirit of an Integrated Project Team by building credible relationships with all levels of internal and external stakeholders.
  • Able to show resilience and tenacity whilst remaining adaptable and flexible when working under the pressure of tight deadlines and project change.
  • High standard of verbal and written communication skills and interpersonal skills, able to effectively communicate technical assurance deliverable requirements as well as processes and procedures concepts to variety of audiences.
  • Awareness of the various disciplines involved in delivering major projects, their roles and responsibilities and their relationship to assurance.
  • Good information management and analytical skills; ability to quickly and efficiently seek out the relevant and pertinent points from large volumes of project information.
  • Experienced in the use project information tools and management systems including MS Office and web-based collaboration technologies, and use of electronic data management systems such as AssetWise or eB.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
