Salary: From £50,000 up to £70,000 per annum

Hours: 37.5

Parkside Recruitment are seeking a proactive Technical Services Manager (TSM) to join our client’s team in a prestigious multi-tenanted property in Waterloo, Central London.

About

The Technical Services Manager will play a pivotal role in managing engineering risks and driving building performance through technical solutions.

Main Duties

  • Provide day-to-day technical and operational support to the property management team, occupiers, and clients.
  • Collaborate with the Senior Building Manager and Senior Management Team to ensure effective communication of developments and issues.
  • Oversee the M&E Service provider to ensure high-quality maintenance and statutory compliance.
  • Manage all technical aspects of the site, ensuring effective operation in accordance with leases and management directives.
  • Regularly communicate with occupiers regarding technical works and services.
  • Maintain the O&M portal with current site technical documentation and drawings.
  • Ensure completion of maintenance and PPM schedules for all plant and equipment.
  • Manage and monitor reactive repairs and the approval of permits.
  • Assist with Way Leave Agreements, Licences to Alter, and ensure compliance with mechanical and electrical specifications.
  • Support the Management Surveyor in providing formal reports and attending client meetings.
  • Manage property insurance claims, including liaising with brokers, insurers, and loss adjusters.

Contract Management:

  • Oversee the management of M&E contracts across the portfolio.
  • Conduct regular contractor meetings and site inspections.
  • Monitor contractor performance, attendance, cost, and value.
  • Audit suppliers and provide reports, recommendations, and actions.
  • Specify works required, obtain quotes, and ensure value for money.
  • Ensure future-proofing and ESG considerations in all technical recommendations.

Health & Safety and Compliance:

  • Ensure all works have the correct health and safety arrangements.
  • Maintain accurate compliance records for statutory risk assessments, examinations, inspections, and tests.
  • Manage defects identified during assessments, maintaining a full audit trail.
  • Achieve and maintain OHSAS 45001 objectives for health and safety.
  • Manage the RiskWise compliance system.
  • Conduct daily safety tours and plant room inspections.
  • Ensure all Health, Safety, and Environmental management systems are in place and maintained.

Environmental:

  • Review utility consumption levels and conduct regular audits of the building’s consumption.
  • Manage energy, sustainability initiatives, and potential future programs like Bream in Use and Well Programmes.
  • Monitor energy consumption and implement reduction initiatives.
  • Ensure on-site operations comply with statutory health, safety, and environmental legislation.

Budget Control:

  • Assist in preparing the annual service charge budget.
  • Manage procurement and placement of goods and services.
  • Validate invoices and monitor ongoing expenditure.

Occupier Engagement:

  • Meet regularly with occupiers regarding technical matters.
  • Prepare reports for Quarterly Occupier meetings.
  • Perform other duties as directed by the Senior Building Manager.

Desired experience:

  • Minimum of HNC in an engineering discipline.
  • Knowledge of Data Analytics platforms and current technical solutions.
  • Experience in contract management and building services systems.
  • Experience in delivering Facilities Management services to corporate clients.
  • Excellent communication, leadership, and IT skills.
  • Background in property, facilities, and construction industries.
  • Strong organisational, administration, and interpersonal skills.
  • Experience with direct and outsourced service delivery teams.
  • Strong coaching skills.
