Reporting to: UK & Ireland Account Manager (Chief Engineer)

Hours: 0830 -1730 Mon-Fri

Salary: Up to £63k

Position Concept

This key position and challenging role of the Technical Services Manager reports directly to the UK & Ireland Account Manager (Chief Engineer), deputising in Chief Engineer absence, you will be key stakeholder of the MEP operational delivery within the Critical Facility & Data Centre. The Technical Services Manager will have direct line management responsibility for the Drapers Gardens engineering team and is accountable for the effective people management of this team on the account.

Working closely with the engineering team the Technical Services Manager will be responsible for the delivery of all day-to-day MEP activities, including the Specialist Vendors including corrective, planned and reactive MEP works and act as the technical support function for the team during these works. The Technical Services Manager will provide robust leadership of the team, motivating and driving the team to exceed expectations in customer service and operational excellence.

You will ensure that the conduct of any personnel under your control is safe, professional and conscientious. You will also be required to attend site meetings with the client and on behalf of the client as requested. Driving a Health and Safety lead culture throughout the team on the account, with your experience and knowledge of safe systems of works and compliance.

Working closely with the Chief Engineer and JLL MEP team members to achieve 100% Critical Facilities Uptime and 100% Statutory and Mandatory compliance. The Technical Services Manager will be responsible in ensure that the engineering teams work together to achieve the required standards of Critical Facilities Risk Management and Operational Compliance.

Key Tasks

Duties to include:

Supervise, coordinate and lead the site-based engineering team, in delivering the JLL SOW including MEP Specialist Vendors.

Operate all systems within the facility in a competent, effective and efficient manner (including MV Switching Operations). Making recommendations for improvement and providing concise technical reports when required.

The control of all activities relating to the technical and efficient operation of the installed building systems including all MEP assets and compliance with statutory regulations.

Working closely with the engineering team you should ensure that for Specialist Vendors visits have been prepared and approved inline with Specialist Vendor X-Plans. All critical works will have Change Management approval prior to works.

Ensure that Specialist Vendor worksheets are signed off where necessary, that quality of work has been inspected and recommendations are communicated by the Engineering Team (Shift Engineers/Shift Leaders). Any remedial actions are captured/recorded, and proposals submitted to the customer for review/approval.

To provide backup as engineering relief cover in the event of an emergency, which may require temporary Shift working.

Ensure the team and Specialist Vendors comply with the contractual service level agreements (SLA’s).

Take a leading role in the regular review of the Corrigo CMMS system, ensuring that MEP PPM, Reactive and Corrective Work Orders/Tasks are accurately completed. Monitoring progress throughout the month to ensure compliance with expected outputs of the contract.

Attend weekly operations meetings, client meetings as requested, in conjunction with the Chief Engineer.

To assist the Account Manager in completing the Monthly and Quarterly Engineering Report as detailed in the JLL SSOW contract ensuring that significant events or activities are noted. (Including MEP Asset Reliability Reports)

Prepare information to be included in the Integral/JLL monthly MEP Engineering reports.

Ensure the asset database and electronic O&M systems are correct and up to date.

To monitor utilities usage and report to the client on any abnormalities or energy savings.

Compilation of control of engineering risk register and report on critical systems availability/asset reliability (Including Catering Assets)

Review of engineering competency, skills gaps and future training, ensure contract is staffed by competent teams, ensuring post holders are fully competent and that effective succession planning arrangements are in place.

Management of onsite critical spares including maintaining site stock register and monthly auditing.

Compilation of critical incident & near miss reporting and after-action reviews for any critical incident.

Ensure all MEP planned maintenance is undertaken in line with requirements of OEM/SFG20 as a minimum.

Ensure all critical equipment operational issues are brought to the Customers attention immediately and provide all relevant reports with recommendations

Production of quotation for critical infrastructure enhancement / corrective works from service visits.

Production and Maintenance of Site-Specific SOP/MOP/EOP including the site matrix. (Signed off by client)

Implementation and delivery of critical infrastructure scenario training and SSTNA.

Ownership of statutory compliance (Logbooks) and MEP audit compliance. This includes all Specialist Vendor Logbooks.

First Line Management of any Specialist Vendor performance issues.

Ensure all technical / legislative updates are effectively communicated and implemented by the engineering team

Maintain minimum levels of resourcing onsite, arranging suitable shift covers/resources when required. (Including ONWH support of critical works)

Active participation in the site escalation process, including on-call and support in the event of MEP emergency response requirements.

People Management – Preform appraisals for direct reports and set clear objectives for individuals within the group.

Technical support of Moves and Changes as required.

Proactively promote a “Safety First” culture in line with the JLL Cardinal Rules of Safety are adhered to by all engineering teams.

Technical Support/Assistance of requested MEP Project works where required, such as Capital Expenditure Budget related projects and Asset Life Cycle Planning/Assessments.

Personal Specification:

Minimum of 5 years relevant experience in Critical Environments such as Banking HQ and Data Centres.

HV Authorised Person

Electrical/Mechanical Engineering HNC or HND (Successfully completed apprenticeship in either)

C&G Pts. 1 & 2, equivalent or exceeds.

17th Edition IEE: Wiring and Installation (Ability to attain 18th Edition through additional training)

C&G 2391 test and inspection; BS 7671:2001 for inspection, testing and certification.

Strong communication skills and the ability to deal with all levels of staff.

Ability to lead, motivate and direct a small team of engineers and supervisors.

Proactive in achieving the highest standard of operation.

Have good IT and report writing skills.

Ability to work under pressure whilst remaining calm, clear thinking and able to deliver the required services to the client within given time constraints.

Individuals who can demonstrate commitment and previous experience; but not meet all the required technical qualifications may be considered subject to Operations Directors approval.

Demonstrate a willingness to attend on and off-site training for MEP assets, this may require nights away from home due to the nature of the specialist training such as HV Authorised Person Training
